Basically, police spent tens of thousands of dollars from a FEDERAL grant to buy software to predict where crime MAY occur based on past crimes using algorithms. It's called "predictive policing". Right now, the software is so new, people aren't even sure of it's impact.
This reminds this writer of a story I was required to read during my school years in Berks County. The name of the novel: 1984.
